  1. License Applications: In December 2021, the state began accepting applications for licenses to operate adult-use cannabis dispensaries. As of March 2023, over 904 CAURD applications have been submitted for the state's 300 available licenses.

The program provides financial assistance and support to people from communities that have been disproportionately impacted by the war on drugs, including people of color and those with prior cannabis convictions.
  3. Delivery Services: In January 2022, the state legalized the delivery of cannabis products, which means that dispensaries will be able to offer delivery services to customers. The first legal cannabis delivery option has arrived in New York City in March of 2023.
  4. Local Approvals: Before a dispensary can open in New York State, it must first obtain approval from the local municipality where it plans to operate. This has led to some delays in the opening of dispensaries, as some municipalities have been slow to approve applications.
  5. Taxation: The state plans to impose a tax on cannabis sales, with revenue going towards funding education and drug treatment programs.
